Payment of taxes during January 2010 may be mailed, dropped in the Tax Collectors’ drop box outside the front door or in the office during the following hours:

Monday January 11th through Wednesday January 27th
8:00 a.m. to 4:00 p.m.

Thursday January 28th through Friday January 29th
8:00 a.m. to 4:30 p.m.



Dog Licenses are handled by the Town Clerk and are not accepted in the tax office or the drop box.


Looking for how much you have paid in taxes in 2009?

When are taxes due?
Motor vehicle taxes are due July 1st of each year.  
Supplemental motor vehicles are due January 1st.  
Real Estate over $100 is due in two installments, July 1st and January 1st.
Personal property over $100 is due in two installments, July 1st and January 1st.
Real Estate and personal property under $100 are due in full July 1st.
Sewer taxes are due October 1st.

The last day to pay taxes is the first working day of August (for July payments), the first working day of February (for January payments), and the first working day of November (for October's sewer payments).
Payment methods:  Cash, money order, personal check or bank check.  Credit cards are not accepted for tax payments.  However, debit cards will be accepted in the office only.
Interest on delinquent bills is calculated at 1.5% per month from the original due date, with a minimum of $2.00.

Where are payments made?
-In person at the Town Hall, Tax Office, 1540 Sullivan Avenue, South Windsor, CT.
-After hours; in the drop box located by the front door of the Town Hall.  Checks in sealed envelopes only please.
-By mail; in the envelope provided along with the original bill to PO Box 150460, Hartford, CT  06115-0460.
-Delinquent bills may be mailed to PO Box 1157, South Windsor, CT  06074.




Annual Report 2007/2008

The Collector of Revenue is responsible for the billing and processing of all tax and sewer revenue both Residential and Commercial.

Fiscal Year 2007/2008 had a collection rate of 98.8%
Prior year tax collections were $531,216.91      
Interest for both current and prior years was over $429,132.00
Warrant and lien fees for taxes were $4876.00
Sewer collections for user, assessments, interest, penalties and liens were $ 2,707,486.00
Grand Total of all collections were $70,851,978.00

During Fiscal Year 2007/2008 the Office of the Collector of Revenue has received notification from American Tax Funding LLC of Jupiter, FL. that foreclosure procedures will start on several properties for those taxpayers that have not responded to request for payment.  The Town received a total of $136,199.00 on June 30, 2008 to pay for the current fiscal year taxes in which they hold the tax lien assignments.

The installation of a Debit machine in the tax office has proved to be a successful collection tool.  For those taxpayers delinquent on their motor vehicle and need clearance for the Department of Motor Vehicle, immediate clearance can be given with the use of a Debit card.  All transactions within the Tax office, can also make use of the Debit card up to the limit their bank has placed against their account.

The staff of the South Windsor Tax office consists of three full time employees and one part time collection employee; Bonnie Rabin, Collector of Revenue; Suzzanne Oefinger, Deputy Collector of Revenue; Donna Ford, Tax Assistant; and Rachel Bull, Part Time Tax Assistant.
