Town Manager's Report
For Fiscal Year 2008-2009, the Town has once again been able to control expenditures, which has produced a positive impact on our Fund Balance. At the same time, revenues have not met our expectations thereby producing a negative impact to the Fund Balance. The Fund Balance did have room to absorb this impact, but we are looking closely at next year’s budget to restore the negative revenue adjustment.
I want to thank the Board of Education and all staff members for their due diligence in monitoring their spending plan. As always, our staff and volunteers are constantly looking for ways to improve the delivery of services. Their training and use of Total Quality Management practices towards their daily operations has allowed for the most cost effective delivery of services to the Community.
We continued to lobby the State and Federal Government on important issues that affect the Town of South Windsor. I could not have done it without the help of our State Senator Gary LeBeau, State Representative Bill Aman, and Representative Timothy Larson. With their continued support and knowledge, we manage to avoid negative impacts. I also want to thank the entire Town Council, as they have supported my efforts at the Capitol, as well as put various financial policies and procedures in place, which have kept the Town of South Windsor’s financial stability in tact.
Staff and I continue to focus our efforts in the Community on our strategic planning process. We continue those initiatives throughout residential, business, open space, and recreational needs so that we keep South Windsor a balanced community.
We have started the rehabilitation of our Sewer Plant. We will be able to achieve financial funding from the State of Connecticut through the Clean Water Fund. This will allow us to make major infrastructure repairs at the lowest possible cost.
I thank the Town Council, Boards and Commissions, Volunteers, and Staff for providing a strong management team that helps to serve the residents of South Windsor by providing a quality environment to live, work, and play. I would of course like to thank our residents for the support that they have given to the Town Government. This allows us to keep services at the levels Town residents are accustomed to and at the lowest and best effective cost.
