MISSION STATEMENT:

"It is the mission of the Fire Marshal's Office to prevent and/or reduce the incidence of fire by increasing the awareness and knowledge of the residents and businesses respecting fire safety, and by ensuring compliance with the Connecticut Fire Safety Code and applicable regulations of the State of Connecticut. This mission will be accomplished through fire prevention education, fire investigations and compliance inspections. We will actively participate with our community, serve as role models, and strive to effectively and efficiently utilize all resources made available, to provide safety and excellent customer service to the citizens of the town of South Windsor, Connecticut, as well as those who are it's visitors."

The staff of the South Windsor Fire Marshal's Office consists of a full-time Fire Marshal and a part-time Deputy Fire Marshal.  Our staff is charged with the duty to perform various duties, many of which are mandated by the Connecticut General Statutes. These duties include inspection of all properties, with the exception of one and two-family homes. The Fire Marshal is required to perform investigations as they pertain to the cause and origin of fires that are in the Town of South Windsor. Our staff is mandated to issue permits for hazardous operations, which include but are not limited to the installation of permanent propane tanks and piping, heating fuel storage tanks, gasoline and diesel fuel storage tanks, blasting permits, and commercial fireworks displays.
 
We continue to have much of our time dedicated to new construction.  The continuing expansion of Evergreen Walk, Evergreen Run, ECHN, Aldi Foods, M & R Liquors, to name a few projects.  These projects require constant supervision and inspection to maintain a construction schedule.  Site plan reviews and meetings with developers and architects also put a heavy demand on services. 
 
We also continue to conduct required licensing inspections, blasting permits, fireworks demonstrations, and hazardous material truck inspections.  Inspections of large assembly, nursing homes, Day Care centers, assisted living, and schools have been the focus of last year’s inspections with a total number of 967 inspections conducted.   These occupancies have the greatest impact on our citizens and conducting yearly inspections of these properties has been a priority. 
 
23 Fire investigations for cause and origin were conducted last year with 25 other investigations.   We continue to work closely with the South Windsor Police services to investigate and prosecute all arson cases. 
 
Our department continues to attend advance training course to maintain knowledge on the latest developments in the field.  Fire Marshal Summers attended a two week course in interview and courtroom testimony at the National Fire Academy in Emmitsburg, Maryland.  Deputy Fire Marshal attended the National Fire Academy to learn about juvenile fire setters.
 
The Fire Marshal’s Office recently became involved with the Juvenile Review Board.  While attending these meetings it became clear that a juvenile fire setter educational program was needed.  We applied for and received a $2000.00 grant from FM Global to provide seed monies for this program.  In the coming year, this program will be in place to help our citizens.

Plan Review
CONTRACTORS/APPLICANTS: The Fire Marshal’s Office reviews all plans for new commercial construction in town, as well as plans for any renovations to existing commercial buildings to ensure compliance with the Connecticut State Fire Safety Code.  When applying for a permit, a COMPLETE SET of the building plans, fire protection drawings, and fire alarm drawings shall be submitted DIRECTLY to the Fire Marshals Office located at Town Hall.  We are not responsible for drawings not submitted directly to this Office.   This review process may take up to thirty (30) days to complete.
Once plans are received and the proper fees are paid, a review of the plans and a plan review checklist are completed and sent to the architect or general contractor for corrections.  When revised plans are corrected per the plan review comments, the permit can be released by the Building Department and construction can begin.
The Town of South Windsor charges a fee for Fire Marshal plan reviews on all commercial building permits.  For building under 12,000 Sq/ft the fee is $25.00.  For buildings 12,000 sq/ft or more the fee is $4 per $1,000.
