ADMINISTRATION
Fiscal Year 2007/2008 was a year of remembrances, accomplishments, recognitions and hope for the future. Public Works again lost two valued members of the Department. Tom Peeler, retired Maintainer III for the Highway Division, was lost to us after a long illness. Tom had worked for the Town for over 40 years and always brought a smile and positive attitude to work. Barry Scanlon, Building Maintainer, for the Building Maintenance Division, also passed away after a long illness. Barry was an inspiration to his fellow employees and always brought a positive and proactive approach to service delivery for the Town. I speak for all of the Public Works in saying that both gentlemen left a permanent positive mark on not only the Public Works Department, but the Town as a whole. Neither will be soon
forgotten.
As you will read from the Divisional reports that follow, it was one of the busiest years in my 22 years as Director of Public Works. The number and scope of the projects accomplished is indicative of the effort of all the men and women of Public Works. Several other projects of note were: The replacement of the Fuel Cell Stack at the Fuel Cell at the High School – providing another 5 years of service life for the Fuel Cell; the initial implementation of integrating our South Windsor Geographical Information System (GIS) Data with Geographical Position System technology for improving program tracking and management. Our GIS mapping was made available to the public via our Town web site – www.southwindsor.org. We continued to make progress on other GIS initiatives including developing an integrated sanitary sewer mapping system and a document retrieved system for maps filed in the Town Clerk’s Office. Further progress to be reported next year.
On Monday, May 19, 2008, award presentations were made before the South Windsor Town Council Meeting recognizing: the 2008 Public Works Business Award to Steve Consiglio, Sales Representative from All-Phase Electric Supply Company of South Windsor; the 2008 Public Works Citizen Award to Wayne Umberfield; and the 2008 Richard Boudreault Public Works Award to Jeffrey Doolittle, P.E., Town Engineer.
All-Phase Electric Supply Company has had a supply center in South Windsor for 15 years servicing local contractors and providing electrical supply needs to the Town of South Windsor. Steve Consiglio, one of Sales Representatives, has distinguished himself above and beyond the average sales person by providing excellent service to the Town, including recommending lower cost alternatives, searching for hard to find electrical components, and following up on orders to insure timely deliveries.
Wayne Umberfield has been a Town resident since 1957. Wayne has kept a watchful eye on the Town’s infrastructure in the Lawrence Road – Cliffwood Drive area for the past 30 years. He also provides positive support and encouragement to Town crews working in the area.
The Richard Boudreault Public Works Award is given to an employee who best amplifies the qualities of the late Richard Boudreault, Facilities Manager/Assistant to the Director of Public Works – dedication, innovation, cost consciousness and enthusiasm for their work. Jeffrey Doolittle, P.E., Town Engineer, has more than demonstrated these qualities in the performance of his job. He has continually worked extra hours to meet project deadlines; he has stepped up to the plate to provide assistance to numerous new projects and he maintains a positive, enthusiastic attitude in serving the Town.
