Notes from the Assessor’s Office - The 2007 Revaluation

Time for a revaluation update.  Total Valuation Services, LLC has finished up field inspections, reviews and its analysis of the sales, cost and income data that is South Windsor.
Below are links to the Preliminary Oct 2007 Assessments lists.  Both lists are the same.  
They are in two different sort order for your convenience .

IMPORTANT NOTICE - PLEASE READ
Total Valuation  informal hearing were extended to accommodate everyone and therefore the notices were not sent out as previously expected. They will all be sent out  at the same time by the end of the month or sooner. Due to the Assessor having to file an extention for motor vehicle the filing period for the Board of Assessment Appeals has also been extended to March 20, 2008. Thank you for your patience and understanding.

Why is Revaluation needed?

It has been five years since the last complete revaluation of all real estate.  Meanwhile, a constantly changing local real estate market has caused inequities to develop not only in general, but by neighborhood and/or individually.  Some properties increase at a faster rate than others.  The solution of this problem is to reappraise all real estate based upon current market values.

What kinds of inequities exist now?

Changes in value occur in any community over a period of time.  Neighborhoods change, and the desirability of some properties change, meaning that some properties have become over-valued or under-valued when compared to similar properties.  Revaluation returns all properties to current market values and to the fair-share basis.

How often is each property physically inspected?

By current Connecticut Sate Law, the Assessor must physically review each property once every 10 years.  The Assessor views several hundred properties each year.  There is no need for all properties to be inspected in the same year.

Who determines the value of my property?

People make the market, through a willing buyer and the willing seller.  It is the responsibility of the Assessor to research and determine fair market value in a particular area.  The most significant part of the appraisal process is accomplished by gathering sales data occurring between June 2005 to October 2007 and comparing those sales to your property.  From a study of sales of similar properties in like neighborhoods, the average sale price of properties can be ascertained.

Isn't fair market value what I paid for my property?

Not always.  You may have purchased your property years ago when prices and value were considerably different.  The true test is what your property would sell for in today’s real estate market.

Assessor's Report
The Assessment Department's primary responsibility is to value for tax purposes all property, both taxable and tax exempt located within the Town of South Windsor borders. Real estate property was revalued in 2007 as required by law. The 2007 Grand List assessments reflect 70% of those 2007 values as required by statute. The grand list reflects the 2007 revaluation which features an increase of $569,415,531 in real estate both new and additional residential and commercial real estate properties, additional motor vehicles and business personal property accounts. Listed below are totals for the October 1, 2007 Grand List.
