Office
Description
The Assessor's Office's primary responsibility is to value, for tax purposes all property, both taxable and tax exempt located within the Town of South Windsor.
The building department personnel are responsible for overseeing all building construction within the Town of South Windsor. Connecticut State Building Codes and the State Statutes that regulate building construction are enforced by the building inspectors. All records pertaining to the structures on individual properties are kept in the department. Questions concerning building additions, alterations, or renovations should be directed to the building department.
The DIVISION OF PUBLIC BUILDINGS provides facility management services for numerous Town Buildings. Facility operations and maintenance, annual and long-range facility planning, space planning and management, project management, and facility management are some of the Division's responsibilities.
The Collector of Revenue is responsible for the billing and processing of all tax and sewer revenue.
The Information systems Department is responsible for all of the Town’s hardware and software needs. This includes, but is not limited to, the design, testing, acquisition, replacement and maintenance of hardware and software for the computer network, workstations, backup systems, virus/intruder systems and end user software support. We are assisting in the designing of systems to accommodate expected growth in the area of technologies and take full advantage of similar or parallel systems We provide user support and training to end users, as needed.

Its primary responsibility is the recording and reporting of all revenue in accordance with state statutes. The Finance Department, also, administers the Town’s payroll, which includes approximately 160 permanent and 220 seasonal employees. Some of the department’s additional functions include completing all internal and external financial reports, processing accounts payable, recording all financial activity in the appropriate funds, reconciling all bank accounts, preparing the annual budget, and assisting the Town Manager’s Office

Our normal inspection program continues, schools, places of assembly, and commercial and industrial occupancies are inspected annually as time permits. The annual inspection of all-flammable liquid transport vehicles and hazardous material vehicles was conducted in October as we have done for many years.

All facilities that are required to have state licenses were inspected and certificates issued, this includes daycare nursery schools, group homes, all establishments that serve alcohol, assisted living facilities, and the convalescent hospital.
Health Department activities include investigation of ground water contamination affecting drinking water wells and water quality issues, such as the provision of public water through a State Grant to homes whose drinking water wells have become contaminated with chemicals. Also included are general nuisance issues such as trash & rubbish, failed septic systems, food service concerns, lead poisoning issues, and rodent and odor complaints. Environmental concerns such as participation in the Statewide West Nile Virus monitoring program and mosquito control also are addressed through the Health Department.
The Department of Human Services is a multi-generational service agency whose mission is to enable South Windsor residents to achieve and maintain personal and social well being by providing a variety of services, programs and resources that are both proactive and responsive to the community's needs.
There are two divisions, Adult and Senior Services and Youth and Family Services. Both are accessed from the Human Service Home page.

The Planning Department is responsible for the professional support to town boards, commissions, and committees; Daily customer service to citizens and land use professionals; Professional support to the Town Council and the Town Manager; Secretarial support to the Planning & Zoning Commission, and Inland Wetland/Conservation Commission and long and Short Range Planning

Is responsible for the collection, treatment, and discharge of wastewater and Refuse / Recycling Collection and Disposal.
Public Works Divisions including the Divisions of Engineering, Street Services/Equipment Maintenance, Parks and Grounds, Public Buildings, Pollution Control, Refuse/Recycling Collection/Disposal provide essential physical services for the maintenance of public facilities and infrastructure. The Department continues to focus on the Town’s mission to provide a wide range of cost-effective quality services that meet customer needs and expectations.
